In Spicer's video for these diff covers they explicitly indicate not to use the provided fasteners with the gasket as the bolts are not long enough. The provided bolts are only for use with the sealant. Also, the lower fill hole is the correct one for the JL per the video.

If I was going to spend nearly $300 bucks on a differential cover I would spring the extra bucks for some ARB fastner if they were not provided, (or at least some grade 8 replacements)

Think about it, you have an armored heavy duty cover with light duty bolts? Doesn't make much sense!
I completely agree but even ARP bolts in this size range only seem to be rated at 24 ft-lbs. I'm assuming their bolts are Grade 8.

I installed these Dana/Spicer covers on my 2023 JLUR XR without issue. I reused the factory gasket and there was no issue with bolt length or sealing. The covers installed very easily.

Bought my covers in 2022 the new bolts that came with it were longer than stock. No issues using the factory gasket.

Installed both Spicer diff covers today.
Torqued everything down to 28 ft-lbs as instructed, but the last bolt on the rear cover snapped—ugh, super frustrating. Ended up having to pull the cover off and use a bolt extractor to fix it.

Ran to the local auto parts store and grabbed a few M8x1.25 25mm bolts to get it buttoned up again. I’ve also ordered new hardware for the next round of maintenance, just to be safe.

Either the torque spec provided is off, or the included hardware just isn’t up to the task.
