2018 JL No start

Hey Folks, new to the forum, I just purchased a 2018 JL Rubicon. I bought it on a auction knowing it had some undercarriage damage. I have a more pressing issue with the electrical system that was undisclosed befor the auction. Both batteries were dead when I received the jeep(failed load testing) so I have replaced them. After putting in the new batteries the jeep is still inoperable. The dome light strobes and the dash will illuminate with the "press brake and push start button to start engine" no other warning lights or info on the dash. The FOB does not lock or unlock the doors and the battery in it is new. If by press the ignition switch with out pressing the brake pedal it does not advance to ACC/on. I have gone thru the grounds in the engine bay as well as the grounds in the cab by the A pillar. I have power at the fuse panel on all the posts for the High voltage fuses. I have checked to make sure all the blade fuses and relays are seated in the panel. I am starting to suspect the PCM. I would greatly appreciate any advice and direction.

I would try electrically bumping the starter to make sure it actually does something as a start

I was able to jumper across the starter and got it to turn over
