Horn stared blasting by itself. Then check engine light went on and is still on. When you blow horn rpm’s decrease. Grounding issue?

That's weird. Sounds like either the battery is crapping out and/or the alternator isn't keeping up. Most part shops like Advance Auto and AutoZone have a tester and can check the battery and alternator condition for you (for free, iirc). If it's neither of those two, then yeah, it could be a wiring/grounding issue, which isn't too fun to figure out. Best of luck!

Do RPMs drop when you turn headlights on? Does it drop even more with headlights and horn? If so 99% chance it is battery or alternator like AFD said. For your sake I hope it isn't a grounding issue.

I bet there is a TJ forum that may net you A LOT more responses. Although many of us JL owners have owned/may still own TJ's (and I wish I did), the majority of members here probably have not owned a TJ, much less troubleshot them.

This. There are a number of folks who still run TJ’s and could be more helpful than we can. Sounds like a short to me, but I’ve not messed with a TJ in a LONG time..
