Yes the arms are locked for storage on or off the Jeep. Once you install it on the rollbar it can be unlocked easily allowing the top to move forward.
You are correct it does look like the top is separated from that rear bow. You could try and put it on the Jeep and see what happens. Not sure how to repair though
