Weird intermittent sound while charging?

Just started doing this today while charging. Been doing it for the last 5 hours or so (level one charger). Making a whining sounds and then what sounds like a pump going off?

I guess it would make sense to pump coolant while charging, but Ive never noticed it before. It’s also odd how melodic it sounds
