I don't mud or rock, but I do run the sand on the beach and surf fish.
My surf rods are 10' St Croix, 2-piece rods, but even if I break them down, carrying them inside is a PITA.
The rack I use is an Anglers Rod Racks 4-rod aluminum holder that fits into my front mount 2" receiver hitch.
I had this rack on my previous 2013 JK and I did not like the fact that the outboard tubes covered my fog lights.
Easy fix. As you can see in the photo, I trimmed the lower legs which uncovered the fogs.
Next up, my OCD and sense of Style didn't like that the center two tubes were taller than the outboard tubes.
Easy fix. I removed the black top caps (they are press fit) and trimmed those tubes so that all 4 were the same hight.
The photo on the company web site shows what the product looks like when unmodified (crappy photo).
The photo of mine shows the modified product.
If you fish the surf, this mod might just help you out.
