The first time i noticed anything was after the 1st tire rotation. When they were rotated the 2nd time, the issue was gone. Then after the 3rd time, it was back I thought maybe my tires needed re-balanced or something. Dealership said the damper was weak.

Can you tell me what the damper actually does? What it will fix?
Please and thank you.
The steering stabilizer adds a little resistance or dampening to the back and forth motion of the tie rod when turning. Because of that it can slightly influence the "tightness" in the steering but is not necessarily the root cause if there is loose steering or vibration in the front suspension. It's common for people to think that the more money they spend on a stabilizer the better their steering will be or that it will fix other issues. Truth be told I never experienced a difference between the stock stabilizer and the Fox version. That said, I am now running the TeraFlex Falcon Nexus stabilizer which has 3 levels of resistance. It is awesome. I use the lowest setting for off-roading, the middle setting for daily driving, and the highest setting for highway road trip driving.

I would lean more towards the tires being the issue in that scenario.

So, if i go over an overpass at 72 mph and my jeep begins to shimmy, with the new damper stop that? It's not really like a death wobble, not that severe.

A better stabilizer might reduce the shimmy a little but is probably not what is causing it. They are pretty easy to remove and install so before spending money on a new one, if you have a local Jeep friend maybe swap stabilizers long enough to test it out to see if you notice any difference.
