The green dohicky looks like a can buss, or part of the high speed communication system between the various computer modules. I don recall the color coding, but the loose wires look like they could be associated with the auxiliary switches. On the 23 JLURD all of this is on the passenger side behind the glove box. I don’t recall seeing a can buss on the drivers side, but have never looked.

The Wrangler can buss system seems to be quite fragile and temperamental, and in many cases impossible to diagnose. It’s not something you want to to fondle or even look at for too long. Looking at the OP’s pictures, someone has brutalized that can buss connector and wires. Perhaps the original dealer and their anti theft device?

or it could be wires for options not present, but the electrical tape splice makes it look like someone was in there and it certainly wouldn't be factory
