Quick stupid question...

Picked up my wife’s 4xe and noticed it had a protective film on the rear tire fenders. I am I right to assume it’s something the dealer just forgot to peel off?

No, don’t peel that off. That’s there to protect from rocks being thrown off the front tires.

I noticed this on a H A at the dealer but not on the other trims I saw.

I think they started installing it on all models with painted fender flares.

Mine is a 2021 Sahara Altitude built in March and it doesn't have the film.
Yet.
Getting it installed tomorrow on the rear fenders plus front fenders, grill and hood.

The few 4xes I've seen so far have them. There is nothing to protect the front flares.
