Outside Driver's Mirror

Is there a way to tighten the outside mirrors to their arms? It seems the one on the driver's side is slightly loose and rattles when the door is shut. If you push up from the outside edge of it you can tell its loose compared to the passenger side. I already tried tightening the arm itself to the door. Made no difference.

Mine does not seem to be the caps for the mirrors. It seems where the mirror assembly sits on the arm. If you grab the outside edge of my mirror like you were going to fold it in, but instead push up on it somewhat, its a good bit looser than the passenger side. I am thinking that is where the noise is coming from since tightening the three screws that hold it to the door didnt help.
