OBDII MONITORS WILL NOT RESET - FAILED EMISSIONS TESTING

I had to disconnect my battery in Feb of this year. All of the OBDII monitors went to "incomplete". All of the OBDII monitors subsequently reset with the exception of EVAP and EGR. I drove 2000 miles since Feb. The MIL light is off and my scanner shows no error codes.
I have now failed state emissions inspection and the state of Maryland will kindly revoke my registration if I don't get this corrected.
What I have done:
- Researched all through the Jeep forums. (Tried every suggested fix that I could find)
- Driven all the Chrysler/Jeep drive cycles numerous times.
- Took the car to three car repair shops (no luck there).
- Took the car to the local dealer twice. Both times they told me that everything was fine and I just need to drive the car some more.
- Drove the car another 500 miles post dealer trips. The EVAP and EGR are still incomplete.
- I went back to the dealer today, I told them that I wanted them to open a "Star Case" with the factory. The dealer refused. Told me to drive the car more.

Can anyone give me any ideas that I am missing to correct this problem?
Is there any way to go above the dealer and get a "Star Case" opened????

No solution comes to mind but doesn't Maryland have some sort of exemption process for situations like yours?

wow. Has anyone in any of the shops memtioned just how many more miles you need to drive?

Is your Jeep failing from system testing via the OBD, or is it actually failing emissions via emanations from the tailpipe (the old-fashioned test).

I had the same issue when they replaced my steering gear about a month before inspect back in 2023 and they disconnected my battery. The two in not-ready status. Supposedly, one of those would clear if you immediately drove 5 (or 10) miles not exceeding 45mph which is impossible. I don't recall what cleared the other but I only drove a few hundred miles total and the latter one cleared. In my state, you can pass an inspection if one is in a not-ready state so I lucked out. By the time I needed my 2024 inspection, that earlier sensor had cleared sometime in the past year.

I believe your vehicle has a Federal mandated emissions warranty. That means the factory has to stand behind thd problem. In your State, are Dealers allowed to test and certify the emissions tests or only the State can test and certify?

In Louisiana they have a challenge station that can check those systems with a scanner call your state to see if there a way to have it pass by testing those systems

A friend just went through the same thing with his Ram P/U. The battery was changed and cleared everything. He didn’t drive it much afterwards and still had two emission tests that wouldn’t clear. Driving it is the only thing that works because the systems need to monitor things giving the “all clear”. Long story short, he had his son drive it several hundred miles to his base and back (with expired reg) and this finally got everything happy and clear.

I had both of my batteries replaced under warranty and when I got home all of the OBDII monitors were in passed mode. There must be a way to cheat on the 3.0 diesel. Even California allows for a couple not ready monitors for diesel engines.

I'm not quite sure what "monitors not ready" means. What I was alluding to is, if your failure is via the OBD test (because of the battery replacement), can they test via the sensor in the tailpipe? The way they used to do it before the more modern, and perhaps misleading in your case, OBD method.

I think Cali lets one be not ready as I recall??

I just experienced that issue too . I took it to the dealership and it failed my States (NY) inspection saying that the monitors could be be view, was told the same to drive. So I drove it around 30 miles took to another location, Failed again. But they said to drive it about 150 miles. Drove it that amount yesterday and going back to same place today.

according to the manual:
1. Cycle the ignition switch to the ON position, but do not crank or start the engine.
NOTE:
If you crank or start the engine, you will have to start this test over.
2. As soon as you cycle the ignition switch to the ON position, you will see the Malfunction Indicator Light (MIL) symbol come on as part of a normal bulb check.
3. Approximately 15 seconds later, one of two things will happen:
  •  The MIL will flash for about 10 seconds and then return to being fully illuminated until you turn OFF the ignition or start the engine. This means that your vehicle's OBD II system is not ready and you should not proceed to the I/M station.
  •  The MIL will not flash at all and will remain fully illuminated until you place the ignition in the off position or start the engine. This means that your vehicle's OBD II system is ready and you can proceed to the I/M station.
GETTING TO KNOW YOUR INSTRUMENT PANEL 133 If your OBD II system is not ready, you should
see an authorized dealer or repair facility. If your vehicle was recently serviced or had a battery failure or replacement, you may need to do nothing more than drive your vehicle as you normally would in order for your OBD II system to update.

Tried this and its still flashing, So I think I am going to keep driving it some more.
ARRRRGGGGGG!!!!
