Just drill it out, start with one size drill larger than the bolt that screwed in it then keep upsizing until it falls off

Giving this thread a proper ending with a pic of the final product. Thanks to everyone who contributed and gave suggestions. The fender retention kit from AAL worked great and allowed me to keep my nurserts with some added support. Front bumper is next!
