Mysterious Tailgate Thingamajigger

Happy new year all. I have had something rattling around inside my 2020 JL Wrangler tailgate since new and finally popped the cover to see what it was. Got me stumped as to what it is and where did it come from, any ideas?

This is a tuff one. I wonder if you cant find the answer here if your dealers parts department would have a blow out page of the tailgate. Good luck figuring it out.
