MA excise tax ..msrp or base price?

For all the Massachusetts peeps out there.. I had a Facebook discussion with another MA person just now where the question of excise tax popped up. Now he is saying that excise is based on the base price BEFORE the add-ons. Ex: base price 29k but msrp 52k purchase price. This got me on the Google for research.
I have never purchased a vehicle with extras added after the base price like the jeep.
So....I found a couple articles on mass rmv site that said "list price" and/or "MSRP" for excise tax basis and I found another article where the couple purchased the same exact vehicle except the wife got an added technology package and her excise was higher. He contacted the RMV and had to contact the manufacturer to get it straightened out and sure enuf they agreed on the base price before the extras as the real price to charge excise tax on.
Sooooo....who's got the info on this? What are you paying excise tax on...base price before extras or invoice/msrp after the extras?

Your vehicle's value for excise purposes isn't the actual purchase price or "book value" of the vehicle. Instead, it's a percentage of the manufacturer's list price in the year of manufacture.


The manufacturer’s list price for any vehicle is the price the manufacturer recommends as the selling price of that vehicle (for vehicles of the same make, type, model, and year of manufacture) when new.

yes I got all that from the RMV site but am finding some other contradictory information so was wondering if anyone ever argued it out w/ the RMV for the base price before the add-ons?

Just got my MA excise tax on my 2018 JLUS MSRP was $47,800K. This years tax MA values my Sahara at $3,806 tax of $95.16. I purchased in Feb of 2018 and I think my tax for that year was 700 and change? According to that, seems the excise tax can't be based on MSRP at all??

Whatever, the first shot is the bad one goes down pretty fast after that. Chart someone showed is probably right.
