Issue with back bumper removal

I am removing my back bumper and installing a new one. Bumper is removed, but the hook at the back is giving my difficulties. One of the bolt inside the frame came off and the screw is just turning and turning without being able to catch on anything, therefore I am not able to remove the hook with is needed in order to install new bumper. What should I do?

Grab that baby with a vise grip and spin it out. or get out your saws-all and cut it out. Fortunately for me, mine came right off.

4" grinding wheel?

Grab it with vice grips or a set of pliers.

Mine all came off fine. Just time consuming.

Thank you all for the tips. I will spray some WD40 and let it sit for a bit and try again tomorrow. I had to put the bumper back on and used only 2 screws since I had to leave for work. Hopefully nobody rear ends my tonight.
