Trying to swap out the stock bumper on the JL and I can’t grt the bolts to even loosen at all. Has anyone else had an issue with this? Or found a way to get these off?

No but I see it turning with the socket wrench but it’s just not looseing at all. Just spinning

The clip looks messed up. I don't know how much room you have. Pull down on the bolt with vice grips and turn or put a flat screwdriver in the clip to spread and put pressure on it and spin bolt. You want the threads to start gripping the clip.
