I had nail in the same spot ko2s with 15k miles. I used a plug kit and it worked great for 10k miles. Then it leaked very slowly. But my tread was shot by then anyway. The method from the inside of the tire, where a volcanized patch goes, would be best. But the trail repair method lasted me just fine 10k miles...1000 of that on dirt and gravel roads. Tire shops scam it...well they don't want any liability I suppose. Over the past 20 years, the area they will repair has shrunk down to just the very center strip. Also, they won't patch a tire that was already patched somewhere else. I'm sure before long, they wont patch anything.

Jose' the tire man fixes those all day, every day. I'd plug and patch it. It's a little hole. You think the whole sidewall will suddenly blow out from dinky little hole? Lol. All this "no way, it's dangerous " stuff is brought to you by tire makers. I fixed an unknown number of similar tire punctures in the early 70s as a station attendant/mechanic. Looks like the propaganda works. Lol
