Use a clearcoat as you mentioned.

You may not need to touch up the inside of the wheel. Duplicolor might have a color coat you can use before clearcoating. Prep the retouch area to create some "tooth", a surface the new paint can adhere to, before painting.

Aluminum oxide forms a protective layer on the aluminum. It won’t do much more than turn dull after exposed. I wouldn’t worry too much about it unless you’re color matching and touching up the scratches. If you really just want to worry about corrosion, I’d pay more attention to your beadlock bolts, galvanic corrosion is real and using zinc plated or even better hot dipped galvanized bolts will protect your aluminum wheels from any damaging corrosion that may occur due to disimilar metals
