Can't shift from 2WD TO 4H while stopped, only when moving

As has been said a few times it works best moving. I will usually be rolling 5-10mph and put the trans in neutral and pull back to 4hi ... same with 4L. The first few times will be hard but it gets easier with use ... like other things in life.
There's no need to put the trans in neutral when shifting between 2HI and 4HI, just lift off the accelerator and pull the lever. Works fine even at 50mph if you see mud or a patch of snow up ahead.

Yea that part may be habit more than anything my Xterra liked to be in neutral before shifting. However it cant hurt either way.
