Update for my issue. Turned out that the dealers description for the part that was at fault was wrong. The service advisor stated in troubleshooting/diagnosis the cabin temp sensor was the culprit. Instead the problem was a faulty air conditioning probe sensor. There's 4 of these on our climate control system. One on the passenger side and other one on the drivers and two in the upper center around and behind the radio. These are approx 8-10 dollar sensors going at this link below. My passenger side probe sensor had failed and had it changed in 15 minutes and bingo the heat temperature can be adjusted accurately again.

That makes way more sense per your symptoms, and something I didn't know. Thank you for sharing. Awesome that it's an easy fix.

I’m showing 4 different sensors, 2 passenger 2 drivers. My passenger floor sensor is what is reading 165 degrees but according to the picture posted above of the locations it’s on the firewall side of the hvac center stack. Does this sensor require removal of the dash to get to it for replacement?
