If you know the component current draw and the length of the wires, you can use the chart below. You size the fuse to protect the wire, not the component. If your wire is capable of only 40 amps safely, you fuse to that. If your component blows the fuse regularly, you need bigger wire and fuse.

One question though: was the engine running when you read 28/33 amps on the power cables? I'm guessing, yes.

The engine was not running now that you mention it. I know that having the battery at 12v instead of 14.4v will bump the amps up a smidge.
