That's a lazy damn tech. It should have been road tested and after the second failure any defective TMPS should have been replaced. Surely the CJDR diagnostic equipment should have told the tech which sensor was not functioning properly. It takes 5 minutes to change. You don't even have to dismount the tire from the wheel or re-balance.
I thought you were trying to say you don't have to pop the bead and I got very confused. lmaoFixed it. I knew what you meant though.
The tire does not need to be removed from the wheel. There is enough flex in the sidewall to access the sensor/valve stem. Mark the position of the tire relative to the wheel, make sure those marks align when reinflated and there's no need to re-balance.
