Government has all kinds of business on private property. Suppose a guy commits a rape or a murder on his private ranch. How about the reckless idiot who crashes and maims somebody while doing donuts in a supermarket parking lot? Or the drunk who runs into the UPS driver on his way up the private HOA access road?
Many states resolve these situations by saying that major traffic offenses are enforceable on private property if the area/road is “open to the public”. Basically, if others like UPS have regular access, criminal traffic laws are enforceable (but minor traffic offenses, like seatbelt and helmet violations are not).

Was hit near head on (only cause I moved to deflect most of it) by a dodge ram at 50mph in my lil Hyundai. Dude blew a .09 2 hours after the wreck so he was hammered at the time of the incident. It was his 4th DUI but first time with a wreck.
