Those are just captured nuts connected to a steel piece. It’s so you don’t have to hold the nut with a socket or pliers. The connected steel part is to aid in putting it on the bolt. They have a hole on each side so you can see and guide the nut so it connects to the nut properly. With the body on frame construction, these are common.There is one in the frame on both sides just behind the front tires

I have a granite crystal JLU Rubicon with tan leather seats and the 8.4 screen and I freaking love this thing. It has changed my life. I still love the jk I have but, the JLU is my first Rubicon and I’ve owned 5 Jeeps. An 85 CJ 7, 1994 YJ, 2004 TJ, 2016 JK, and now my new best friend my JLU Rubicon. They also didn’t start making Rubicon’s until 2003.Should have gone for the Rubicon red. Make people want them!
