Do they serve a purpose? Doesn’t seem like there’s any light coming from them, all of the low and high beam seem to come from the center led projector. Circled in yellow.

I think those are your halos, at least around the perimeter. My suggestion is stand in front of your Jeep at night and play with the DRLs and low/high beams.

There are LED's that use those areas to widen the beam and provide the flood portion of the headlights capability. They're on with both low and high beam. If that wasn't there, the light would be very focused and more like a wide spot beam.
