Should these holes be plugged? (From spare relocation bracket install)

Had a tire relocation bracket installed and noticed these hokes on the tailgate. I’m not a fan of leaving them open to water and such but any ideas if there’s something easy to plug them with? Is this a normal way to leave them?

RTV. Or measure them and get a rubber plug. Maybe this thread would give you some ideas.
