Should I be able to grab twist the shock and have it rotate slightly? I have been having a rear clunk randomly and and wondering if the bushing or shocks need replaced.

It looks like it's time to replace them. You can clearly see cracks in the bushings. At least you can justify upgrading those to a better shock.

Th shock should be able to move and twist in place, but it should not be able to move back and forth or side to side on the bolt. The shock bushing flexes to help keep the shock in line otherwise it will bind and bend
