I put on a 3 1/2" lift on my jeep at 900 miles and never got a chance to take it back to the shop to retorque. Is it necessary and if so can I re-torque the bolts myself while jeep is on the ground or do I have to take it to a shop to lift it to re-torque.

always tighten while on the ground. if its lifted you should easily be able to crawl under it without any issues
What he said ^. It is necessary to re-check and doing it on a lift can stress the bushing once its settled on the ground.

I'd personally have the shop do it in the event you ever need any warranty work done or have problems they can't use that as an excuse that you didnt bring it in to be retorque as required.

If you do plan on doing it yourself, heres the torque guide

Thanks. Yeah if I don't need a lift I'll do it myself. I have more than enough ground clearance.
