Hi, question. Is the rear seat's vents controlled only by whatever temperature setting the driver is at in case of split temperatures?

Yes and only works when you have the dash vents blowing

The rear vents work according to the temperature of the front passenger setting. It works in any mode where the dash vents are blowing, but is weakest in dual mode (upper and lower front vents) and strongest in upper/dash only mode.

Look closely under your front seat pointing to the rear. Small vents under the seats...Works when only blowing out through the vents.
