OEM LED Headlight Won’t Adjust

Purchased a set of used OEM LED headlights that came off a 2022 that had less than 400 miles. I installed them today. Everything went smooth until nightfall when I went to check the aim. Driver side is perfect. Passenger side headlight won’t adjust at all. Tried spinning the adjustment knob both directions and no movement. Thought maybe the knob wasn’t actually turning the adjuster but nope I I took the headlight out and used a flat head to adjust the adjuster and nothing. I took a look and when I spin the adjuster I can see the adjuster that I have the screwdriver in spin, and that spinning activates the other adjuster so I know it’s moving. But the beam won’t drop. See pictures to see how high the passenger side is. Any advice on what to look for on the headlight itself to get it to adjust?
