The paint is this inside of indented numbers? Or is the paint on the entire wheel where it would be impossible to know what number is what after the paint wears off?

I think that is what he's saying. However, from everything I've seen, I don't think any of them are "tool-proof" per-say. It is just to discourage the criminal, definitely won't stop them.
