Would that clear 37’s with minimal or no rubbing?
According to the description for the Overland+ kit, yes.

This kit will allow for 37" tires on a Rubicon (WHITE JL SHOWN WITH 37" TIRES - SEE PICTURE GALLERY) and 35" tires on a Sport or Sahara model. (GRAY SPORT SHOWN WITH 35" TIRES - SEE PICTURE GALLERY). Both options require proper backspacing to clear.
Notes:

1. Shocks are optional and we recommend Fox or Falcon

2. 4.75 backspacing recommended

Rusty's is fine, lots of options around that level.

Those are just the rear pair of shocks.

With a little experience and the right tools, a JL lift install is not bad.
I thought that was a full set of shocks for that price sounded like a good deal
