Leveling kit or lift?

I just recently purchased my 2021 Wrangler Unlimited Sahara Altitude. I want to put more aggressive tires and a different rim on it and have been told a 33" is as big as you go stock. My daughter will be getting this Jeep next year when she gets her license so I don't want to put a high lift on it. I have had someone suggest a leveling kit and then someone suggested doing a 2.5" lift to go up to a 35" tire. Any advise or suggestions? I don't want to break the bank either. Purchasing the Jeep did that already
