What is the purpose of it?
To provide NASCAR-like downforce and keep the Jeep's front end on the ground.

Seriously, I think aerodynamics plus some weird European pedestrian safety laws.

That "Close Out Cover" will deflect branches, brush , keep mud from flinging forward, and most importantly, deflect any hapless Pedestrians body parts from being entagled in the rotating wheel.

Buddy of mine has current JK Rub that he watch a large rock that was kicked up from drivers tire go through this space between finder and bumper, bounce off dirt road and hit his windshield! He had to tell insurance that his own vehicle threw a rock and hit his windshield. LOL

Maybe it is controlled by an electric motor, like those auto grill shutters. When you get up to highway speed, they automatically close for better fuel economy.

They should put a cap on them so you can use them as a tiny fuel/water can.
