JK Mopar steel bumper, part identification

Bought a used JK Rubicon steel bumper. Looks like I have everything I need minus skid plate brackets (do JK brackets fit the JL? I may not attach the skid plate for now)

I need help identifying this part, I can’t find it on any instruction manuals online.

It does fit between the two bolts that attach to the front of the jeep.

it doesn’t seem curtail to fitting the bumper on the JL so if no one knows, I won’t use it.

If I remember correctly, those reinforcement brackets go behind the horns, with the nuts on top. They sandwich the bumper onto those front horns.

Those circled plates look like the spacers that come with a lot of winch mounting plates. The winch plate gets sandwiched between the bumper and frame horns, but only utilizes the 2 inner bumper bolts on each side. Those small spacer plates go on the 2 outer bumper bolts on each side, which gives the bumper a flat and even surface to attach.
