Maybe just jack up the front and spin one tire? If the other rotates in the opposite direction then it's not locked.

So I will lock the front, drive over the lift, lift the Jeep, and rotate one tire and if locker is working both tires should rotate, correct?

In the same direction if locked. Opposite if not.

Well now if you have a test light you pull the plug on the differential and see if it's getting power.

If you're in park with "lockers engaged" and turning one wheel causes the other to rotate in the opposite direction then your lockers are not engaged.

You can just jack the front end in 2WD and all 3 shafts should be spinning, both wheels and the drive.
