Interior mount windshield light bar in Amber

The qtec light bar does have some reflection inside yes. I have it. Not used it a ton but it's noticeable. There is weatherstripping on it the you can move a bit and it is recommended to add more if needed.

There is nothing in that list that says a personally owned vehicle can have flashing amber lights.
You say San Jose, I'm assuming California.

Wouldn't a blinker qualify?
