This is my take on it. My wife currently works in a prison. They tested all of the prisoners. When tested, 1392 of the 1492 came back positive. Over 100 of the staff has tested positive including my wife. Convicts are typically very unhealth. there has been 3 prisoners that have died of Covid. Those prisoners were all old. None of the employees have died.
Are you following me here all but 100 of the 1492 tested negative. In prison, you can not seperate or social distance. They tried to isolate prisoners at first, but then the prisoners would not tell anyone that they were getting sick because they did not want to be isolated and lose their phone and email privilege.
Just saying that it just has not been the big killing machine that they expected in the prisoner system. They are just going to start testing staff weekly for Covid. The funny thing is that when an employee test positive, they are allowed to return to work after 5 days as long as they don't have a fever. If the staff had to stay home for 14 days, they would not be able to staff the prison.
Note this is just for the prison that my wife works at. There are several other prisons in Michigan that are also overrun with Covid.
