The float for the fuel level sticks toward the rear, thus when you go uphill, it reads more. Downhill, reads less. If you search "2020 Jeep Wrangler Fuel Pump" you'll see what it looks like. I just picked 2020 but you can use other years.

In my opinion, you are worrying about something that really isn't a problem. Yes, when you are on a steep downhill, your fuel gauge will read lower, and it is possible that you would not be able to pick up fuel in the tank and the engine will stop. So, worst case, lets say the engine actually dies, because the level was too low on the steep hill.
Well, you are pointed downhill, right? So just put it in neutral and coast down the hill until you reach a more level point and the fuel becomes available at the pickup again, and re-start the engine. Just remember that with the engine off, your steering and braking effort will be higher than normal.

Alternatively, you can simply fill your tank a little more often, and never worry about it.
