Found some rust starting under the carriage.

I agree with @Gio use a product, similar to wool wax, BP shield, I think WD-40 makes a similar product now too, or fluid film. I've been using fluid film for 2.5 yrs now. I reapply once a year in October, it works great. No rust.

I think project farm on YT did a comparison test not so long ago. I need to look that up again.

On my 09 Ram that I bought new I treated it with Wool Wax and surface shield. I did touch ups once a year and after 16 years I barely have any rust. The only place I forgot to do was the rockers, because they had it taped off from the factory. The rockers were really bad with no protection.

Copy. Do you wipe it and the rust back off?

No you don't wipe it off. Once it's been applied, let it sit overnight and you can paint the area or just leave it alone. It turns the area where it was applied black.

Where I fully removed the rust (the square hole) is still good, but where I painted over the factory paint (the rectangular hole) has started to rust.

So I’m thinking this stuff is caustic enough to need eye, hand, and breathing protection. Working underneath the Jeep in that spot, does it work fast to where you can soak a rag and wipe? Spray and wait?

I always apply, scrub with a scotch brite and repeat as necessary until the rust is gone. You need to wear gloves because it's hard on your skin, but I've never needed breathing protection working outside.
