Try using 3M VHB instead of that junk glue on typical velcro.
Comes in all sorts of widths, thicknesses and lengths - Amazon:

I'd try to carefully peel up or just remove existing velcro and replace it with new.
Bond the VHB to the velcro backing and the top so you can still remove if that is your desire.
Don't mess up, it will delaminate the fiberglass it is so strong.
I used it to secure solar panels to the fiberglass top of my RV.
