My rice cooker stopped working. I disassembled it and did some testing and found that no current can pass through the following component. Can anyone tell me what this part does and if current should be able to pass through it? One side goes to the electrical plug and the other to one side of the heating element. Pics attached.

Looks to me like a diode. It allows the electricity to only flow in one direction in the circuit. I could be wrong though.

Looks like a Diode. If so, the stripe will be the positive end. If it is, an ohm meter should be able to see if it passes current one way and not the other. May have to disconnect one end.
