It works in 4H. 4L disables it.

You don't want traction control when off road anyway. It's best to think of it as on-road traction control. Off road it tends to get in your way more than it helps.

However, you do have BLD too - and you definitely want that in most off-road situations. It is active in 4H and 4L.
The Traction Control System has many features, algorithms, and settings you can control, with button-pushes and mode selections. BLD is part of that. I suggest you read the Safety chapter of the owner’s manual, and come back here if you have more questions. It would be an awful lot to write here, to explain it fully.
