Can front bumper be replaced using hand tools?

Hey, Terry... I'm partial to DeWalt products. I keep this and this in the Jeep everywhere I go. Others will swear by Milwaukee, but you can't go wrong with either. It's one of those 'to each, his own' & buyer's bias things.

I used to be a Dewalt guy myself. As a Field service engineer I have my tool box attached to my hip, and my drills and impacts get used for hours every day. For around the last 2 years I've been running Rigid, and I will tell you they are at least the same quality as my Dewalts. Bonus is you get to save a little cash.
