Break pads

The picture is the driver's front outside pad.

The break pad on the left side against the caliper is at 3mm. Going deeper away from the camera half way down the pad it is fully intact. It is only wearing closest to the tire and not closer to the axle. The bottom portion that isn't wearing is cracked in the middle. The right break pad looks the same without the crack. The rotors are pristine and measured evenly. These are all the original parts. Is this a normal wear pattern for break pads? Do they need to be changed? Can I use the same rotors?

If rotors are not scored or warped yes you can reuse the rotor. Brake pads sometimes don’t wear evenly. If it’s cracked must have been hot once

Looks like a break in your brake pad. All kidding aside, if the pad is wearing unevenly like that, chances are good that the caliper isn't moving/sliding in the bracket as it should or something like a guide pin is frozen or broken/bent.

If you're the type to do your own brakes, pull them apart and clean the rust off of all the sliding surfaces between the caliper and the bracket, replace the guide pins (bolts with long smooth shanks), lubricate the pins, clean out the holes they go in!!, replace the pads, scuff up the rotors to get most of the glaze off, clean the mating surfaces between the rotor and the hub flange, and reassemble.
