Bad wiring job for backup lights?

'18 Jeep Wrangler Rubicon
So the new-ish JL I bought has a nice Smitybuilt bumper with some LEDs mounted in the bottom for backup lights. When trying to trace them down, they've been spliced into the trailer hook up correctly, however, this Jeep doesn't have the towing package from what I can tell, so they don't turn on. I checked the fuse box and there is no fuse in F111 which is where the reverse lights are powered from.

First, why would the JL have a trailer hookup without the towing package? Is that normal?

Second, I assume I'm gonna have to splice into the taillights for reverse lights now.

First, why would the JL have a trailer hookup without the towing package? Is that normal?
After market kits are available to add the wiring, I added a hitch to mine for my bike rack (without wiring), it sounds like the previous owner didn’t get the towing package, but then needed to tow.
