Unfortunately, cloth is only an excellent insulator against electrical current while dry, Mr. Spill. And it has a propensity to collect moisture.No Foster. Wrapping the conductor in cloth which itself is wrapped with electric tape (you left that part off) is not a joke.

Exactly what are you attempting to achieve by double insulating with a second, inferior material?
Large diameter 3:1 heat shrink tubing is a great option - no old sock required.
