Try mounting them both up with the rotor in place and install the caliper and pad on one side only. Look for signs the pads don't ride on the rotors correctly.

I’m pretty sure the brackets are the same side to side, the calipers make the difference.

Spoke with a Jeep tech , and he was a bit stumped as to why they are different part numbers. He looked at the pictures from rock auto, and indeed there is a slight difference one of the bolt heads on the slider is galvanized, and one is shiny. Difficult to tell on a weathered Jeep, but I managed to tell the difference. Additionally he said in general the lower number stamp on two identical parts is the driver side

Looks like the lower one must have better corrosion resistance. Good find! For sure they would assemble and function on either side but it seems you have found your answer!
