I would like slightly firmer springs with minimal lift, just to compensate for steel bumpers, a winch, and steel skid plates that have been added to my otherwise stock JLUR, that has King Racing 0 - 2 1/2" lift shocks.

I see that Eibach sells springs in a number of different lift heights. They sell a set that lifts the front 1" and the rear 0.6", and 3 other sets of springs that lift both ends 2", or 3", or 4".

On a sport (race) UTV, or sport ATV, Eibach springs are supposed to be the best quality springs you can get.

So, has anyone used them on a Jeep? How do the spring rates compare to stock?

I'm often occupied, by many things, often at the same time
Only used them on a motorcycle. High quality.

Just ask @cosine he knows!
Had Eibachs on my Infiniti G, agree w/ the above, they are a quality spring manufacturer for sure!
For the extra lift you want you have a couple other options like the 392 Rubicon springs, here's a post I made w/ the prices, the fronts are a bargain right now! And scroll prior to that post to see results of those springs.

And this post about going to Diesel Rubicon springs, gets just about the lift you're wanting

I have them. I have a light Jeep and run the 2” shocks on all four corners with 1/4 spacer on the pass in the rear and .5” spacer the front. I like them because my Jeep is light. I think they would be too soft or need an adjustable shock for a heavy Jeep. Highway they are great. I know a bunch of kits come with Eibach springs but they are rebranded.

Check out Old Man Emu springs. They have springs with different rates and heights...
