It's a vent. Original speculation was to exhaust heat from the engine compartment. FCA later said it was to help keep a balance between positive and negative pressure on the hood to eliminate the hood flutter they had in the JK.
Personally, I also think it was an opportunity to add the "stylish" trend of fender vents that seem to be popping up on so many vehicles these days.

Decal looks great. I have a White Sahara with Power Top on order that is sitting in a Toledo storage lot at this time. Where did you get the decal? I want one for my Sahara.

It's a real hole... doesn't make it useful. It killed the side profile of the JL with that crap and the dumb windshield rake. Look at the changes to the new G class... no watering down of the looks but it's a lot lighter ans faster too.
